News Bias Blame, Credit or Cause?

Birthrates drop in California, and experts blame recession

How about "experts credit recession"?
or
"Experts site recession"?

Blame has a negative connotation, as if to say a fallng birthrate is a bad thing.
Who is to say if that is good or bad or neutral?

I personally see it as a good thing. But that is my bias.
